In February 1998, the Maryland Alternative Dispute Resolution Commission was formed by the Chief Judge of the Court of Appeals. The Commission is to develop an action plan to expand and create alternative dispute resolution services, as well as a public understanding of them, in Maryland. Then, the Commission will reconfigure as necessary and take action to implement its plan. The goal is to lead the nation in the use of alternative dispute resolution, both within and outside the litigation process.

Currently, the Commission is working though its six committees. Later, four regional advisory boards will be formed.
