Born in Baltimore, Maryland, April 23, 1935. Attended Bladensburg High School, Bladensburg, Maryland; University of Maryland, B.A., 1956; University of Maryland School of Law, J.D., 1959. Admitted to Maryland Bar, 1959. Served in U.S. Army, 1959, and U.S. Army Reserve, 1960-66. Vice-Chair, Prince George's County Democratic Central Committee, 1968-70. Member, American, Maryland State and Prince George's County Bar Associations. Member, Marlborough Inn of Court.
