Born in Shenandoah, Pennsylvania, December 15, 1933. Attended J. W. Cooper High School, Shenandoah; Mount St. Mary's College, B.S., 1955; Catholic University Law School, LL.B., 1959. Associate Editor, Catholic University Law Review. Served in U.S. Army, 1959-61. Law clerk to Judge Charles C. Marbury, Court of Appeals, 1961-62. Admitted to Maryland Bar, 1962. Member, American, Maryland State and Prince George's County Bar Associations; Phi Alpha Delta Law Fraternity; National Association of Criminal Defense Lawyers. Attorney for Maryland Municipal League, 1969-70.
