Born in Bethesda, Maryland, November 2, 1958. Attended Damascus High School; Mount St. Mary's College, B.A., summa cum laude, 1980; University of Maryland School of Law, J.D., cum laude, 1983. Admitted to Maryland Bar, 1983. Member, Frederick County Bar Association; Maryland State's Attorneys' Association. Board of Trustees, Big Brothers/Big Sisters of Frederick County, 1984-85. Volunteer, Frederick County Therapeutic Riding Program, 1993-94.
