In December 1998, the Task Force to Study Increasing the Availability of Substance Abuse Programs was created (Chapter 778, Acts of 1998). The Task Force is to devise a strategy for increasing the funding and availability of substance abuse programs in Maryland. To that end, the Task Force will examine the extent of substance abuse in the State and the number of existing programs for treatment; collect data to determine the correlation between substance abuse and the commission of crimes; and determine to what extent programs are accessible to drug addicts and alcoholics who seek treatment.
