The Institutional Educator Pay Plan Committee was formed in 1993 (Chapter 272, Acts of 1993). Every three years the Committee sets a statewide pay scale that eliminates salary inequities for educators working in State institutions, such as prisons, hospitals, and juvenile residential facilities operated by the State Department of Education, the Department of Health and Mental Hygiene, or the Department of Juvenile Justice.
The Committee has nine members. Three are appointed to three-year terms by the Governor. Six serve ex officio (Code Education Article, sec. 6-303.1).
Effective October 1, 1998, the Secretary of Budget and Management will recommend to the Governor salary levels for educators employed in State institutions. A new Institutional Education Pay Plan Advisory Committee will advise the Secretary on these recommendations (Chapter 66, Acts of 1998).
