In 1984, the Assisted-Living Programs Board began as the Domiciliary Care Facilities Board. It was created by the Governor at the request of the General Assembly (Joint Resolution no. 23, Acts of 1984). The Board was established by law in 1986 (Chapter 726, Acts of 1986) and became the Assisted-Living Programs Board in 1997 (Chapter 147, Acts of 1996).

Because the Department of Health and Mental Hygiene, the Department of Human Resources, and the Office on Aging all license and regulate assisted-living programs, the Board formulates and implements policy and coordinates agency responsibility. The Board also reviews and approves policies and regulations for assisted-living programs. Such programs provide housing and supportive services, personalized assistance, and health-related services to individuals who are unable to perform daily activities by themselves.

The Board has fifteen members. Twelve are appointed to four-year terms by the Governor with Senate advice and consent. Three serve ex officio. The Governor names the chair (Code 1957, Art. 41, sec. 10-601).
